Resumen
«The Reforms of Cleisthenes: When, How and Why (About the Origins of Democracy)». This paper is a fi rst approach to the constitutional reforms implemented during the period of the political hegemony of Cleisthenes of Athens. Although it includes a brief overview of these reforms, it is mainly dedicated to address some preliminary issues related to both life and political activity of Cleisthenes and, above all, when, how and why he promoted the reforms that led to a decisive constitutional change. It is argued that such reforms were approved being archon Isagoras and before his expulsion of Athens. Likewise it is stated that Cleisthenes introduced such reforms as a private citizen acting through democratic procedures, guided by a plan previously thought and, fi nally, moved by the attempt to establish a political regime that, without being fully democratic, presented some clear democratic values
