Abstract

The growth and development path of the Canary Islands has significantly changed since the beginning of the 1990s, with an evident deterioration of its competitiveness. The coincidence in time of this turning point in economic performance and the specific institutional integration of the Canary Islands in the European Union (as an Outermost Region) and in Spain (Specific Economic and Fiscal Regime 1994) claims for a research agenda focused on evaluating the efficiency and effectiveness of the design and implementation of this specific institutional framework. Based on the concept of regional competitiveness the article sums up the scarce empirical evidence available about the relationship between the weaknesses of recent economic development and the specific institutional framework of the Canary Islands. It concludes that a more inclusive design and implementation of the institutional specificities would improve their contribution to regional competitiveness.
