Abstract

This study highlights the importance of collective bargaining and social dialogue in ensuring decent work in the domestic employment sector. Italy’s experience, with a strong tradition of collective bargaining in this field, demonstrates both significant advances and challenges in improving labour conditions in domestic work. However, this experience also shows that collective bargaining alone does not guarantee decent conditions; a tripartite dialogue that includes cross-ministerial public policies and the integration of domestic work into national care policies is essential. In Spain, there are no associations of employer families, and the existing legal framework does not allow for adequate collective bargaining in this sector, making regulatory intervention necessary to comply with ILO Convention No. 189.
