Résumé
The present work tries to come near to the polemics discuss that opened the Proposal of Statute Policy of the Community of Euskadi («Plan Ibarrtxe») through the study of some of the Basque nationalistic vindications. From an outline of the historics landmarks of those vindications and until arriving at the analisis from three pillards (identity of the Basque people, self-determination right and referendum) and the policy declaration (free association with Spanish State) contens in the Introduction of the Proposal.
