Zusammenfassung
The article 299.2 Treaty European Union includes the Canary Islands between outermost regions. These regions ha ve special and permanent characteristics which constrains its access to interna! market. That article authorises the Council to adopt specific measures for amending those deficits. The measures are able to condition, even to except temporarily, the provisions of the Treaty. Each measure must be justified and no undermine the integrity and the coherence of the community legal arder. By example, the article 299.2 authorises to design specific measures for these regions about state aids
