Abstract

The early option for the creation of provisional autonomic re gimes in almost all the Spanish regions, was possible because the perrnanence ofthe Basque Country and Catalonia question, and the emergence of self govemment claims in other parts of Spain. The provisional autonomic model of Catalonia, that was the only one with different elements, prefigured the generallines of the other provisional autonomic re gimes. The Canaries was one of the early regions that begun the provisional autonomic way, even though the intemal disagreement in the Islands predominant party system, uco, and the peculiarities of power share between the central and the peripheral islands hindered the process
