Resumen

La intervención militar de Rusia en Siria a partir de septiembre de 2015 señala un indudable punto de inflexión en la trayectoria de su política exterior desde inicios de la posguerra fría, cuando heredó el legado estatal de la desaparecida Unión Soviética. Más allá de sus intereses inmediatos en Siria (bases militares, explotación energética y alianzas regionales) e incluso en Oriente Próximo y Medio, Moscú posee unas metas más ambiciosas que apuntan al sistema internacional. Esto es, hacia la reconfiguración de la estructura del poder mundial desde el superado momento unipolar, posterior al fin de la Guerra Fría y a la propia implosión soviética, hacia otro multipolar. Una Rusia más segura, fuerte y asertiva busca reafirmar su condición de gran potencia mundial y, al mismo tiempo, contener e incluso erosionar el predominio geoestratégico estadounidense. Los fiascos de las políticas intervencionistas de cambio de régimen en Afganistán (2001), Irak (2003) y Libia (2011) contribuyeron a una mayor cautela de Washington en Siria, que fue interpretada como una debilidad y retroceso del poder e influencia de Estados Unidos en la región. Semejante vacío fue aprovechado por la iniciativa diplomática y acción militar de Rusia para mantener y reforzar sus bazas geoestratégicas en ese escenario regional. El regreso de Rusia a Oriente Medio introduce un nuevo equilibrio de poder en la rivalidad regional entre las grandes potencias sin comprometer ni alterar sustancialmente el orden tradicional; por el contrario, a semejanza de dichas potencias, Moscú también apuesta por el actual statu quo y refuerzo del autoritarismo.
