Abstract

The social dialogue has been leaving behind a documentary trail which is fascinating to explore, since it shows the complex social balances which have been achieved since 1978. These legal changes have had an impact on the citizenry, alien to what might be called «high social bargaining». Years of dialogue between the Government and the social partners have been interspersed with others of complete breakdown in talks, but trade unions and business organizations have almost always succeeded in concluding interconfederal agreements on collective bargaining. Over the past two years, it has been admirable to have continued to sign social agreements in defense of employment, to act in a negotiated way in the face of the serious economic and social consequences of the coronavirus pandemic. Social dialogue is currently in good shape, having underpinned the 2021 labour law reform.
