Abstract

The socioeconomic impoverishment that the autarchy had established had its own aspects in the case of the Canarian economy, as it cut the link that had been an essential piece in its historical becoming, that is, its free access to the international market. The Stabilization and Liberalization Plan of 1959 marked the beginning of the country's alignment on the international stage. The way the capital municipality of Santa Cruz de Tenerife benefited from the new framework derived from the implementation of the Plan Canarias, or the version of the Economic and Social Development Plans that was applied in the Canary Islands, as well as the participation of the municipality in the income of the Cabildo Insular through the so-called Carta Económica Municipal, which resulted in an exceptionl funding source. But given that these contributions were insufficient, the recourse to the Local Credit Bank of Spain was justified. To contrast this, we have used the budgets of liquidated expenses, the extraordinary budgets and the urban planning budgets. The effects of the investment strategy were significant since services associated with the expansion and improvement of the urban-port area were established, coinciding with the new insertion of the Canarian economy in the international. market
