Abstract

Social concertation, which is a specific manifestation of social dialogue, is recognised at different levels of the political system. At the international level it is a fundamental principle. At the European level it represents a shared commitment among the Member States. At the national level it is a constitutional mandate. The democratic quality of a country will depend on the degree of participation of the most representative trade unions and employers’ associations in political decision-making in the social and economic sphere. Due to the new challenges posed by the digital transformation and artificial intelligence, the V Agreement for Employment and Collective Bargaining directly requires public authorities and social agents to make a social agreement to regulate the principle of human control in automated decisions.
