Abstract

Since its conception, design as a discipline has been changing and transforming depending on the needs of the environment and society in which it is found. This evolution has given rise to a transition of design that flows from the resolution of more concrete problems of communication and construction, giving rise to specialities linked to graphic and product design, to the resolution of problems of interactions and experiences, to tackling complex, holistic and interconnected problems of systems and thought. We are currently immersed in a planetary climate emergency that must be addressed through a change of production and consumption model. It is necessary to move from the paradigm of “extract, use and throw away” to a model based on circularity. Recently, the concept of “circular economy” has started to grow in relevance. Increasingly, this idea is used to define how to achieve environmental benefits and economic growth simultaneously. In this context, design as a ductile discipline, capable of changing, transforming and regenerating its environment, is constantly redefining itself according to the social needs of the surrounding environment. Design practice and research in the context of the circular economy has mainly focused on how to optimise production and consumption as a way to prevent negative environmental effects. Many researchers have already contributed data on how design can favour the transition from a linear to a circular economy, but its definition in institutional policies is not clearly defined and/or does not exploit the potential impact of praxis and research in the design disciplines for the necessary social and environmental transformation. The authors present a critical reflection on the political-institutional aspects of design in the programmes, plans and strategies of Spain and its autonomous communities with the aim of identifying the role that governmental bodies give to design in the face of this important transformation challenge.
