Public spaces are places of social interactions and where activities related to the public sphere are located. From a critical point of view, public spaces are the arena where struggles on power take place, and they are under threat of commodification and control. Though the supply of public spaces in the urban periphery of Spanish cities was a usual planning practice during the 1980s, civil participation and the urgent need to build basic infrastructures have contribute to reduce criticism on outcomes of the construction of some public spaces. Focusing on the analysis of planning documents, non-participant observations, and interviews, we explore spatial practices in a park located in the periphery of the city of Santa Cruz de Tenerife, and we discuss the “benevolence” of its construction. Our analysis shows that the construction of the park during a long period, and the lack of participation deprived neighbors to use it.
